Ministry of Energy and Natural Resources Will Get Consultancy Service to Determine Offshore WPP Potential

The Ministry of Energy and Natural Resources (MENR) has received a grant from the European Union toward the cost of the EU Instrument for Pre-Accession (IPA) Energy Sector Program Phase IV Project, and intends to apply part of the proceeds for Consulting Services. The Consulting Services (“the Services”) include the conduction of meteorological and oceanographic analysis and measurements at specific offshore sites to be selected by MENR. The studies include:

1. analysis, measurement and survey activities informed through the application of meteorological and oceanographic measurement systems,

2. acquirement of high-quality and reliable meteorological and oceanographic data,

3. preparation of meteorological and oceanographic measurement system application and data analysis reports,

4. preparation of geological, geophysical and geotechnical seabed survey reports and assessment of all survey outputs, and other relevant activities. (Geological, geophysical and geotechnical measurements will be carried out under a separate contract while the data obtained from the relevant measurements will be assessed under this assignment.)

Additionally, the contract aims to prepare technical, legislative and economic analysis reports and to carry out capacity building activities. The studies include:

1. oceanographic report including wave model analysis,

2. wind resource assessment,

3. recommendations on offshore wind turbine location/size/type and type of foundations according to wind resource assessment and sea-bed survey studies,

4. economic and financial pre-feasibility report (bankability assessment, risk allocation, cash flow/investment return/LCOE/CAPEX/OPEX calculations, ports availability and supply chain issues) and recommendations on financial mechanisms to ensure private sector participation,

5. high-level grid connectivity assessment,

6. review of the relevant existing legislation to enable offshore wind development,

7. auction/tender/competition preliminary design and other relevant studies.

8. organization of on-the-job trainings for MENR staff for all analyses and desk studies to ensure transfer of knowhow along with development of site-specific in-house capacity for further revisions.
